BRUSSELS—The foreign policy chief of the European Union, Federica Mogherini, said on Saturday that she would travel to Cuba later this month to meet her Cuban counterpart, a significant step in the rapid transformation of relations between Cuba and the West.
The trip, set for March 23-24, comes as the EU is in talks with the regime of Cuban President Raúl Castro on ways to expand relations in areas including trade, democracy and investment.
